In the near future, in Adachi Ward, Tokyo, a ‘Welfare Cutoff Squad’ is formed to plug the gaps in the deteriorating public finances. Their objective is to strip welfare recipients of their entitlement to benefits. However, as these recipients would rather live on welfare than work, concepts of ethics and morality are virtually non-existent.
